Hong Kong Port and the wider maritime services cluster is a defining feature of the Hong Kong Special Administrative Region’s economy. With improved port capacity and quality available at Shenzhen and other Pearl River Delta ports, as well as the increasing competitiveness of supporting services such as ship management, ship finance and maritime arbitration in Shanghai and Singapore, Hong Kong will need to improve and evolve its port and maritime services in order to increase market share in future years. Therefore, with our historical roots in maritime, BMT is delighted to be awarded two high profile and significant strategy studies by the Transport and Housing Bureau (HKSAR Government): “The Strategic Development Plan for Hong Kong Port 2030” and “Consultancy Study on Enhancing Hong Kong’s Position as an International Maritime Centre.”
The commissioning of these studies is a statement of intent by the HKSAR government to continually enhance the competitiveness of the maritime cluster in Hong Kong.
BMT will formulate a sustainable development strategy for Hong Kong Port and Hong Kong as an IMC, taking into account the forecasts of market demand and productivity and capacity of port facilities looking up to 30 years ahead, and the competitiveness of Hong Kong Port and maritime services in the regional context; underpinned by extensive consultation with all the key industry stakeholders, e.g., terminal operators, ship owners and managers, ship financiers and lawyers, brokers and charterers, regulators and maritime education institutes, shippers (incl. 3PLs), etc.
A major challenge throughout these studies is the need to engage stakeholders from different industries, backgrounds, languages and cultures. Multiple workshops, focus group sessions and hundreds of face-to-face meetings with maritime executives are being held in Hong Kong and at other port and maritime cities including Shanghai, Singapore, Shenzhen, London, Oslo, Rotterdam; these were made possible due to BMT’s global reach and intimate understanding of the local situation.
These studies are key elements in guiding port development and maritime policy as well as planning investment for future port facilities and related infrastructure. A broad range of development options and strategic action plans will be established for the port, maritime services and related activities, specifying infrastructure, institutional, legal and administrative measures to enable the vision.
